I applied all windows updates, and now it's doing it again!
I'm gonna have to go through each one and find out which is causing problems

Bloody KIS
Kaspersky released an update, and it causes problems. Solution is to disable "proactive defense"
I only tried disabling the Antivirus part of KIS before. I should have probably tried disabling every part of it
This answer is a bit late, but I had the exact same problem.
The problem started immediately after I applied all Microsoft Updates.
I disabled the Intel Matrix Storage Event Monitor and the problem disappeared completely.
It was listed in this guy's programs too. IAANTMon.exe
You can disable it in Services.
