cannot shut down or restart my pc

just installed XP on my new drive(preferred a fresh install rather than ghosting it over). Now I cannot shut down or restart my pc. I have to physically switch it off. I have done a complete spyware and virus scan and nothing.(Norton antivirus did find stuff on my old C drive(now my D drive) but that was all cleaned off and on further scans found nothing(antivirus is completely up to date as well). Any ideas?
I do know everything, just not all at once. It's a virtual memory problem.

I've seen this problem in the past. It may be something to do with networking. Do you have network shares that are now unreachable in Windows? Is any other machine on the same network as this machine and is it connecting to it over the network? Have you got other networking apps active (eg. Messenger)?

For what it's worth, here's the official Microsoft KB article on XP shutdown problems:

My personal PC does this to me frequently, where it 'freezes' on the "Windows Is Shutting Down" screen. There was a bug in the OS that caused this to happen pre SP1, so make sure you have at least SP1 to start with. That said my system still does it with SP2, and there is no solution.
To err is human. To really foul things up ... you need a computer.
