Honestly, I'd consider Nvidia owning ARM as superior to ARM being owned by an investment fund.
Personally, an independent vehicle financed by Apple, Nvidia, Google, Intel, AMD, Qualcomm, Microsoft, Amazon & Samsung (and making sure China has no aspect of control) sounds the best option

That's a very apples to oranges comparison, xilinx main business is not licensing ip that's basically used by everyone in the industry, that's basically the only thing ARM does and almost every company in the semiconductor space depends on them for the core IP.
There's a simple litmos test for Nvidia acquiring ARM: what can't they do under the current model that would require them to acquire the company?
