need help on buying a memory ram?

i just bought an evga 790i and realize it only support ddr 3 only. then i check the price for ddr 3 ram and ****tt they cost alot than i imagine. my budget is limited after i upgrade the motherboard a cpu. can you really tell the different from like 1300 mhz memory and a 2000mhz memory? what the best brand and place i could spend 200 dollar on? i have an evga 790i with a q6700, 8600 ddr 3 video card. and with wondering if my cooling heatsink Masscool 8WA741 is good enough to keep them cool?

Whilst it's still a lot more expensive than DDR 2, DDR 3 has dropped in price dramatically in the last few months

    4GB OCZ Special Ops PC3 8500 - just $163 after mail-in rebate

    If you want faster... either get two lots of this 2GB G.Skill PC3 10600 @ $90 each - so just $180 (+ S&H) all-in
    Or this 4GB G.Skill PC3 10600 @ $220.

But easily the best deal for me, is this 4GB OCZ Reaper HPC PC3 10666 for just $206!!

    I'm well aware of that

But had you read their post... you'd have seen that the OP clearly states "... i could spend 200 dollar..." - hence why I provided links to Newegg.
