Well it looks like the situation is resolved. Thumbs up for Scan getting this done outside of working hours where they are not ablidged to do
I will reply to the PM in a sec, I just want to clear up a few things on the specs that I have tested with.
Enermax Galaxy 1k V2. - Originally, I had version 1, and they have a problem with restarting on the commando. Enermax are aware of the problem and swapped me out a V2, which has worked fine. While I was waiting for the PSU, I borrowed a Silverstone Zeus 560W, and I also bought a Seasonic S12 380W to try the other day. The board behaves the same with all 3. For arguments sake, If all those PSUs are making the board whistle, then the problem definately lies with the board.
I have just spoken to Enermax again, and they are not aware of any other PSU issues with the Commando and the Galaxy, other than the one I mentioned above.
I have tried different ram. The main ram is OCZ PC2-9200 (2 different sets), I also have a spare stick of 256mb PC2-4200 generic stuff. The whistling is there with all of this ram.
I have an E4300 and an E6400 and using either, produces the whistle.
Sapphire x1900xt - known for making noises, in fact I had one that did, this isnt the culprit on this occasion, as I can swap all of the above parts over to a P5B deluxe wifi and there is no noise. I also have an XFX 6x00 (6200 i think it is) and the noise is still presesnt.
The noise isnt generated by fans - I have 5 fans in my case, all Yate Loon DS12, all connected to a Sunbeam Rheobus (this has been tested as well), I am able to actually turn off all the cooling for a few seconds.

Yes, I'm pleased to say that this is now almost resolved.
Depending upon what Asus say about the whistling, will be the deciding factor of me keeping this current Commando.
There is a puzzling issue here as well.
Scan are unable to recreate the noise, and think possible psu incompatibilities, but, unless the 3 PSUs that I have tried are all **faulty/incompatible**, then I honestly can't understand it.
However - If you are a PSU manufacturer, and you have to replace a load of your units because one board is having problems, then I doubt you will be happy about it. Luckily Enermax didnt have any problem shipping me out a new PSU and they knew about the no post issue, but the bloke nearly spat his coffee this morning when I told him that it had been suggested that the PSU could cause the whistling, so the jury is still out.
My personal feelings are that the Commando is suffering from some quite fundamental quality control issues, right from wobbly ram sockets to ill fitting heatpipe coolers. The heatpipe coolers are interesting, because, again, these are heavily pushed in the sales bumpf, and yet, out of all three commandos, 2 of them were only making contact between the northbridge and heatsink by a tiny amount near the corner, and the other was touching along one edge. This alone causes the nothbridge to get hot, hotter than it should do, which in turn could lead to other components not functioning correctly.
Another quality issue is the cmos reset switch, sometimes it works, sometimes it doesnt, sometimes there is a physical snap/click when it is pressed, sometimes not.
Lets not forget that this is a £140 motherboard. It is directly marketed at a specific group of people to do a specific job, and if they could sort out the quality control issues, this would be a seriously awesome board, but as it stands, it isnt a patch on the P5B Deluxe wifi, which overclocks 98% as well and doesnt have most of the problems that the Commando has....and is a fair bit cheaper.

Have read a lot of mobo suppliers margins been squeezed by chipset manufacturers (nvidia) charging more. It is a volume based industry but i hope qc isn't suffering as manufacturers look to squeeze out cost.
