My experience with the Police and eBay has been very good.

I bought a £35 item on eBay and it did not turn up. I filed a "Item not received report" and got £17.50 (this was expluding charges) from eBay paid into my account about 2 months later. During this time the police collated information from me and from other buyers who'd been scammed by the same scammer.

The scammer was caught and subsequently charged on many accounts of fraud and deception. The judge ruled for compensation to be paid to the victims. I received £35 from the police.

This fraud occured in February, and it was only resolved in December, so you WILL get your money back in my experience, although be prepared to wait so long inflation writes it off!
    Thanks,
    Tom

Is there anything I can do now? All I have is the ebay ID of the person and their nochex address. Their ebay account was closed in november.

Take it up with eBay, you should be able to get a refund (minus £15)

If not then report it to the credit card company you used for the Nochex transaction, they will almost certainly refund it straight away (I know when I had a trouble Barclaycard had it refunded to my account within 24 hours of me reporting it)
