All our overhead phone cables have recently been replaced with new thicker black cables.
The BT guy I spoke with last week (after I saw your post) said they were BT's version of the electrical "chocolate block" connectors;
The height of the box would suggest your phone lines come in underground. The boxes in our street are at the top of the telegraph poles.

That sounds about right.
That is asking to be played with! we have a similar square box on a post near us. Its much higher up though near the top of the post and looks like its just used for cable routing.
Yep, the main cables come into the poles from underground, then they go up the poles, into a box at the top, then splay out into individual drop leads for each house.
It wouldn't stun me to find out that the cables have been upgraded - some days you can barely hold a conversation on the phone from all the static, yet other days it's completely clear..
Probably a crack in the cable letting water in somewhere..
