I'll give you 100:1 odds that the US Vista Marketplace won't ship to the UK, and the UK Marketplace has roughly the same price as buying the box from a retailer.

If none of the retailers are going to help us out, Im going to get a cheap flight and post a few copies back, sell the extra copies and that will pay for my flight. Needs must and all that.

With import duty and VAT, it works out at about £240 for a retail version of vista ultimate, around £120 less than buying it here. If I posted them to myself marked as a gift, I think there is no tax payable, but Im going to double check on that before I go
Maybe they are saying that the downloadable version is for american only because they will only have the english language version only available?
I don't really mind not having the whole package and manual if I can pay the us price + the price of a blank dvd.
I think that if you do this (and kudos to you if you do) you should make sure you do it 100% leagal and above board. Don't try to save the VAT by posting them to yourself as a gift, or try any other tax evasion schemes.
Microsoft will find out about it, and they will report you to the authorities just to make a point. You need to make sure you are squeeky clean, so that they don't have anything on you. (or the Hexus users you sell on to).

Do you seriously think that MS would go to the trouble of trying to find out if someone had paid TAX on an item when bringing it into the UK, then reporting them if they didn’t, honestly ? They are more concerned about cutting down piracy than trying to figure out if you owe the UK government TAX. Perhaps on large scale imports, but a user bringing a few (legal) copies back? - The money it would cost them to research / implement this would be silly.
How do you propose they would find out? How could they ever find out if tax was paid? – ask the authorities? Pretty sure the data protection act would stop anything like that from being told to them.
How would they differentiate between people who had come to the UK to live, or people that were travelling here with a laptop?
If you come back with 10 copies and get caught, the only people you will have to worry about is customs, not MS.
This is assuming an import copy would work (I cant see why it wouldn’t – too many issues otherwise), but it does still need confirmation.
They certainly know how to make piracy worse that's for sure.
Also regarding activating imports. Say an American came to the UK to study and brought his laptop with him and needed to reinstall windows I cant imagine that they wouldn't activate it.
What does Ultimate actually give u compared to the versions?
