Did you try another psu? make sure you try all these things with the celeron fitted, as it probably wont post with the 4300 and the current bios anyway.
But try a psu, even a cheap one, just to get you up and running to check.
Don't have access to another PSU Just all of this is really bad for my wallet- that's about £60 I've spent on trying to get this problem sorted
I think I'm going to RMA this
Careful if you rma it without testing it all, if its from scan and they dont find a fault, they will charge you £30 plus vat, so it is worth borrowing a psu from someone before you return it
I know its a real pain, but itll be worth it once you get this bit sorted.

You are best off ringing them to see what they say

Yup always have. My mate is lending me his psu later to do the checking so I'll update about this when I have tried his psu.

update:
I've just tried turning on the system outside of the case on the box of the motherboard, but this didn't work.
I didn't get around to trying another psu, but I'll be doing that this evening.
Nope, PSU didn't work. I might just get a refund and get another board like the DS3 as others seem to have a load of problems with it anyway.
Well, for what its worth, it is without doubt, the most trouble free c2d board that ive had so far. The DS3 was the most troublesome, closely followed by the commando.
Ok I've just got off the phone with Scan, and I'm getting it RMA'ed. Guy I spoke to at Scan agrees that it does sound like a faulty board after I told him what we have tried. Getting it picked up on Friday, I'll let keep this updated in case anyone else runs into problems with this board.
EDIT: Just checked my email, and they are sending a replacement for delivery at the same time as collecting my current board
