It lowers the CPU's multiplier when the computer is idle..

Is it rerally that much of a problem, itll; go back up to normal when you actually do something

Try checking the core when your running a game or some other test type thing

you can get a program like crystalcpu to change the multipliers while in windows.
but its much easier to turn off step speed in bios sometimes the option is called something else though
    3770K @ 4.5Ghz - Thermalright Venomous X - ASUS GENE IV - 16GB Geil Ripjaw DDR3 - 256Gb Samsung 840 Pro - 2048MB ATI 6950 modded to 6970

does that mean i have 1 core with 1600.0 mhz and the second core with 2400.0 mhz ?

if so that doesnt make sence isnt it ?

and if i run a application it depends the software support 2 cores otherwiser my other core will as sleep ?

no the FSB is the same, the multiplier gets reduced (both cores simultaniously) instead of having 266 x9 it goes down to 266 x6

Although those numbers arnt exact as it wont be 2400 exactly

Well just think logically:- You have something producing heat of 50-75watts and unless you dunk it in freezing water I would say 38c sounds about right, at idle, especially with ambient air temps 22c plus

Where are you getting those readings from? Because if it's different motherboards, there's your answer - the temp readout of motherboards is known to be...inaccurate at the best of times.

Anyway, the temps you're quoting there are completely fine.
