The numbers in the example were arbitrary and did not intend to offer any real numerical insight to the problem. I do obviously agree that if it's not being used very regularly it's going to be using a unnecessary amounts of power. I just assume that with these things that there is going to be some power used when booting up, just like with a car or a long fluorescent lamp.
Still, unless he's leaving it on all day long & printing sporadically to it (i.e. leaving long enough between jobs that it spins down & has to boot up again with each subsequent job) I doubt it's going to cause much of a hike. Boiling the kettle twice more each day would probably make a bigger difference.

I got the desk and chair for a bargain from some office shop, 100 quid for both (the chair is like one of those crappy looking really comfy ones, the kind where the lower and upper back parts are split you know)
