It's all in how it's spent, though.
For example, just about every ICNS will tell you, if they'd spent the money on hiring properly paid (and thus motivated) domestic staff instead of paying consultants who advocated buying in more management and more consultants, we'd not have had such a disastrous issue with MRSA.
Then again, at a summit on tobacco and health, the WHO spent most of the time advocating tobacco use as "a useful source of income" and exploring methods of how nations should best exploit this.
So yeah, stuff people's health, let's make more money off them...!!
