its perfectly legal - you don't get windows 98 with it, you have to run it on a copy of windows 98. It essentially extends the functionality of the add/remove control panel applet to allow you to unistall loads of extra bits.
Used to run it on my old laptopit rox!
Just setup a SUS server and it'll do the job pretty much for you.
And you can use it for all MS systems.
