I wouldn't go down the path of trying to get him to clear the CMOS. If he buggers his motherboard up then he'll blame you for that. It's unlikely that clearing the CMOS is actually required for a graphics card to function.
If he clears his CMOS he will lose any settings that he or someone else may have configured and his PC may not even boot after that (into Windows that is).
Also, do you know which motherboard he has?

But to be tottally honest, I'm trying to help him but for me to help him he has to help me by telling me more detail... even if it's simple things, I asked what was wrong, if he got any errors, blank screen etc.. but avoided the question.

I learned a good lesson - always get proof of a product working before sending to a buyer then your covered. In your case, I would get them to send it back and offer to refund like I did and from that point on - ignore them.
That's not a bad idea.
If it does lead to him sending it back to me, then I will record a video showing it working.

I admire your perseverance, but I think it's obvious he isn't going to give up easily.
Basically you're going to have to draw a line with him. My advice:
- stop trying to give him tech support, he either doesn't have a clue what to do or hasn't even tried putting the card in and is just trying it on
- point him towards the manufacturer's website, give him support numbers etc.
- as I said before, try get some proof from a technician that the card is not working
If he goes to eBay, so be it. If it comes to the point where you have to argue with them directly, I think a well written email to them will sound a bit more convincing than his utter gibberish.
I agree with Norky. You sold the card as is with no tech support expected or implied!
If he keeps on, ask him if he used ESD precautions when installing the card.....
When you get the reply: "wats esd tell me what u no now!"
You can say "Exactly! U fried the card mate!" Then explain what ESD is and how much static charge the human body can hold!

Like the guys above have said you've done your part, if he wants to let him contact ebay then let him do it - from what ive seen from the messages he's sent you he'll have no chance with ebay.
