Looks quite genuine to me (as they weren't asking you to go to a dodgy site), best way to check it out is by visiting the PayPal website (type the URL into the address bar).
When you login you will probably get some type of message about it.

Was there any links in the email address?. If so, don't click them.

I agree with XA04. type paypal.co.uk into your address bar and have a look at your info there. Do not do anything else.

If I had to place a bet, I'd say it was a spoof email.

Yeh, forwarding it to the company should work. Some companies (like Barclays i think) have a section with samples of fraud emailsso users can compare, maybe paypal has a section like that.

I get maybe half a dozen paypal scam letters a day. They follow a pattern. The main thing is all the links and everything are to paypal, except the one to login, if you use mailwasher it shows the code of the link so it will say a href="iamathivingscumbag.ru/ebaylogin.html." or similar.. I also recieve a sack load of very similar ones to this every day purporting to be from my bank, but it's every bank you can think of, i don't even give them a second though they get deleted..

sending them to ebay seems pretty pointless..
