Well they can, but they'll just keep kicking each other off as they fight for it.
In terms of usability, yeah, you can't have two on the same UBR.

Either way, I'm yet to meet one person who wouldn't rather have a slower but more stable connection then VM keep "upgrading" them to none manageable levels.

The numbers marketing game does no one any favours

I'm on VM 50mbit, and can honestly say I get ave 48mbit anytime i d/l (newsgroups)
Only once (in 3 months) did i feel i'd been capped, but it may have honestly been a network fault.

And NO, VM dont cap 50mbit customers.

On the negative side, i have had 5 days of NO service in the past month (again, network faults)
