so the legendary O2/Be have a chink in their armour do they?

Not around too often!
Lots of disconnection issues for me too in MK over the last week, accessing amazon/tescos etc (I just put it down to Christmas rush). I just noticed an expected congestion announcement for my area this weekend so hopefully it will get better next week.
Well if you are on the Access package yes it is a heap of sh**e, and anybody tempted to sign up to this package DON'T - not even if they are giving it away.
O2 have oversubscribed and are obviously trying to cut corners once they have tied everybody up to a 12 month contract ... if you speak to them on the phone they will tell you it will be "sorted" either at the end of the month (depending on when you call) or in 4 weeks time - it never is.
Take a look around the net everybody on Access during between say 4pm to 12.30 at night is 0.5mg MAX and pinging at 150 (lol) - making games and streaming video impossible, hard enough to navigate to some pages be jeez ...
As usual per large ISP's the greed always gets to them and they start looking to make more and more money whilst royally shafting their customers.

Sounds as if its a bit of a post code lottery for O2/Be. I've had no problems. Got an email from them yesterday saying that my connection will be "slower than normal" between 8am tomorrow and 8am sunday due to a transport company doing some major works near some O2 cables or some such.

the traffic shaping around here is barely even noticeable, this is probably because we have a REALLY good exchange very nearby and barely anyone around to actually use it, this will all change when the 1000 new homes start getting built though :\
be/o2 are one of the better ISPs, it has to be said. I've been with my fair share and (in spite of a few issues and having to opt for static IP to resolve the constant loss of routing) I've been with them for the longest time, with the least issues.
There's not been a single occasion of downtime and most techincal issues are usually wrapped up quickly.
Sadly, like most firms, there are haters and there are people who don't get to see the better side of the service, which is a shame, because it really is the danglies.
I am curious though, if o2 are failing so badly, who's the next firm to try?
While my experience with O2 is rather positive, I do not doubt that O2 has also let some of their customers down. For those people there may well not be a 'better side of the service' to look at. To some extent, I doubt that any ISP has less than 75% satisfied customers. Even my despised TalkTalk. I just rather suspect that O2/Be are in the score in the 90s or mid 90s, but it doesn't work for him, he may find satisfaction with another with a bit of luck (as long as there is no underlying issue with the exchange/setup/hardware).
I keep seeing people asking what the "modem synchronising speed". I don't know because I've no idea what you are asking, if someone could explain this and how to check it I'll let you know what it is.
All I know is my router is connected to the phone socket and the PC, the phone exchange is about 500 yards away, I'm in a relatively small village and my connection is crap in the evening between the times when O2 state that traffic management is operating.
The last email they sent said that they expected speeds to improve in 2 weeks - well I'm keeping a record of that email so that if things don't improve I can send it back to remind them what they told me!

Sync Speed: you can get the modem sync speed by going into the modem's settings (192.168.1.254 in any internet browser).
Distance to exchange: You may be 500 yards to the exchange as the crow flies, but that does not mean that the rout which the cable takes to your home is 500 yards away, it could loop through the whole village before it gets to you.
You get poor connection: This is as you are on O2 access (as has been stated above), this means that basically you are connected through BT broadband, but O2 are renting the connection from them, and selling it to you (kinda). This means that the speeds which you are getting are likley to be the same from any ISP, as your small village's exchange will only be running of BT's servers, with no LLU (local loop unbound, which means that other companies have their own servers/equipment in the exchange, giving you what is often faster and superior connections).
Traffic Management: In the time it has taken me to write this so far, I have downloaded a total of 1GB (from Iplayer). It is almost 11, and I am on O2, so it seems this is either virtually non-exsistant, and just your poor connection (which BT need to fix probs), or only on the connection package (BT again).
To sum up O2/Be are one of the best ISP's in the UK IF you can get their LLU packages, otherwise they are the same as any other connection. In my case the slowest part of my connection is the wireless in my own house!!, which goes to show just how good O2 are in my area
EDIT: sorry that went on a bit , just protecting O2 from critisim, as they are sooo much better than any other ISP i have used
EDIT2: when I said O2 connect I meant access

a +1 for davidcrofters comments, by the sounds of your post (above) you may be on O2 Access which is via BT's DSLAM's at your local exchange - hence its ****e. O2 are installing traffic management on the whole O2 access system (not just your exchange) - typically most ISP's who use DPI (deep packet inspection) traffic management kit dont configure them properly for a while so things may be up and down.
As BT Centrals are very expensive to provision and give would more bandwidth to everyone on the O2 Access network, they use 'cheaper' solutions like traffic management. I bet if O2 wanted to run Access like their LLU network (ie efficiently), they would have to charge £30-35 PM which you and most people who couldnt get LLU wouldn't pay.
