filter blocked/not replaced.
if its a cable to the throttle body rather than fly by wire, has that been tampered with?

its a Toyota avensis, and its got a honda fuel filter, now a no name one?!?!
sounds fuel related to me, as in lack of supply. when fully loaded and accelerating up a hill (ie revs are mid range, foot in floor) does it suffer then, or just at the very top end?
also, it revs quick to 5k, then does it stop, or slowly go up to the redline?
I said it was a Toyota Avensis, as a guess, because the car mats in my wife's parents Avensis aren't attached to the floor and cause a similar problem...
But as far as I know Zaks simply said it's a Honda hatchback as far as I can tell.

no one asked what car it was....ironically.

The airbag is full of serpents. I know nada about automobile related stuff I'm afraid.
make model and year then please
if it was in a limp home mode i would expect to see a light on the dash (not reported, but with the cryptic nature of this there might be one and we dont know)

hmm.. sounds engine related.. if you could plug it into computer or a scope and check the lamba readings that should tell you if its fuel... but doubt its the pump.. if it cant supply enough fuel for 7k in neutral, then theres no way it will get to 3k in any gear.
But you could check the fuel filter was installed the correct way round.. If they took out the old filter, and looked though it - deciding it is clean enough and installing it the wrong way round.. that would be four very well blocked injectors...
Or it could be running very rich or lean at high revs, which would be a sensor problem.
In neutral, you only need very small throttle opening to rev high, so its not foot mats.
Oil wont make that much difference on performance.. not unless it was playing with a sensor or causing the engine to disintergrate at high speed....
Could be a large air leak after the maf, which is likely since they would take the inlet pipes off to get to the filter. Maybe EGR related?
Diesel in the fuel? doubt it would make much difference if it was only a small percentage.. but then it would idle very bad.
Is cylinder compression good?
perhaps its the inlet gasket leaking air. Or if its a carb perhaps theres no vacuum or something.
To be honest id have thought that the emissions wouldn't have been normal if it was a fueling or air issue. Mixture seems to be right due to the spark plugs too. Hmmm
It's a Civic Type R, as you asked
And the air intakes and gaskets are all checked and are solid and tight.
