I suggest that you check your internet usage by following the steps mentioned below:
1. Log on to http://www.tiscali.co.uk/members/myaccount/
2. Here, click on the link ?'View Internet Usage'?.
3. Here, enter your E-mail address and your password and then click on ?Next? button.
4. Here, enter the required data in corresponding data fields and then click on ?Next?.
5. Then you can view your usage.
You will be charged £1.5 per gigabyte after you cross your monthly usage allowance.
We are unable to provide you with the MAC number, as this code of practice is a voluntary measure which has been proposed and developed by an industry group of broadband service providers. The code aims to secure agreement between service providers to facilitate 'migration' of customers from one provider to another.

I mentioned a CBUK code a while back - its required information for the older type of DSL migration process.
You wont be able to migrate at all without it.

just to add , while they might not be great shakes as a domestic ISP , their hosting services were pretty good when I used them
As for blocking ports etc. an ISP seems to be in a d"amned if they do and damned if they dont" situation - there are ever increasing calls for ISP's to take a more proactive approach to prevent the spread of mallware and unsolicited email , yet when they do attempt to restrict their network in any form they get critisied "for nannying"
Web access used to be expensive - I remeber my old phone bills before things like BT anytime was in place and it wasn't cheap at all.
The market seemed to overstreach itself , with cheaper and cheaper access, which people used more and more untill the network started to show it.
Realising the overstreach, some have introduced caps as a way of preventing this.
I'm sure it will settle down to a useable price / product soon enough.
as for speed - you'll note that most domestic connections are on a 50:1 conntention ratio . This meanss that your speed can drop to 1/50th of the advertised speed, and they are still within SLA. ( such SLA's as there are with a DSL service , which are very few )
