For cooler have a look at Shuriken Scythe rev. B. It's not cheap though and may mean going over budget.
I recently added it to my Athlon II X2 250 system. At 50% you can't hear it and only 64mm high.

The stock cooler is surprisingly quiet! It is around 5CM in height.

I maybe able to shoe-horn my HX520W into the case! Looks like I will have to come up with a cunning plan!

I tried using my old mini ITX motherboard and a 6600LE PCI-E graphics card to get a feel for how I need to position the components!
I suspect the PSU should be fine as it will be under hardly any load. However,I am not sure about the HDD liking the unusual positioning.
The two main issues are the fan intake for the HX520W being somewhat impeded by the taller heatsinks of the Vengeance RAM and having to mount the hard disk upside down at a 45 degree angle.
I would have got the stuff with lower heatsinks but Corsair rates them at 1.65V(even though Scan rates them at 1.5V).

h67 only supports ddr3 1333 btw, I wasted my money on 8 gig Vengenance C8 when I could have bought slower stuff

FYI, just ordered a Coolermaster Elite 100 case to see if I can stuff the SB system into it, may have to get a silverstone SST-NT07 low profile cooler and not sure it the Vengeance ram will squeeze in there either but its a cheap case and temp with my current case are very good. So fingers crossed it will all fit and I can stick it on the back of my monitor.
p.s. get yourself an SSD for goodness sake
