The problem with your reasoning is that you aren't comparing like for like. You're comparing a 12 month old 650W PSU with a brand new 430W. If you compared it with a 12 month old 650W PSU, perhaps on eBay, then that would be a more reasonable comparison.
I fully agree that the policy is a load of rubbish, and a huge pain in the neck, but it's just something to bear in mind. Be aware in future, that if you deal with Scan, that's their policy.
Given other benefits of dealing with Scan, I accept it as a negative and a risk worth taking. You may not, in which case you're free to go elsewhere in future.
I fully appreciate what your saying. Even if they provided the OP with a used but WORKING equivalent that would be acceptable. I must say in dealing with other companies I have had a brand new replacement for things near the end of their warranty. The best service I have ever had is from Apple and OCZ. However it is true that wherever you go you can find good and bad points of any companies policy and customer service including Scan.
Maybe a better solution would to provide market value for the item at that particular time. Thereby if an item is a year old it has probably gone way down in price, meaning the company would not have to provide a full refund and the customer gets what they paid for.
I've had both situations before with Scan. When my P35-DQ6 broke, they replaced it with another (used) P35-DQ6 but then they broke the replacement, which somewhat spoilt that solution - it was the only DQ6 they had left. I suspect partly out of embarrassment, they negotiated with me and replaced it with a used X48-DS4 instead, because I didn't want cash.
I think had they not broken my replacement board, I wouldn't have had the option to negotiate, and would have been forced to accept the cash offer. As it was, I think they just wanted to get it over and done with.
On another occasion, I had a broken e6750 processor, and they didn't have any in stock to give me, so it was a choice between waiting 2 months to see if Intel might send a replacement, or cash. I get the impression that by default, they won't send out alternative replacements - i.e. if you have a broken Corsair PSU, and they don't have any used Corsair PSUs available, they won't send you a Seasonic PSU to replace it, so you'll have to take the cash.
I've had this happen before. It's perfectly acceptable as I am not paying for another warranty.

This model is still shown on NorthQ product page,so why cant it be replaced,have Scan indicated why it cannot be replaced?.
This is one reason to stick to branded psu that can be Warranted back with the producer.
Maybe the OP should contact NorthQ directly and explain their situation.
According to NorthQ lifetime for this psu is 100,000 hours which at working 24/7 is about 11 years,so you have it for 11 months and they offer 50% of its value bit ridiculous.
The warranty is with NorthQ ,only that customer cannot go direct to NorthQ has to go through reseller who will then deal with them on their behalf.
