Try and go for headshots. A lot of people go for torse hits with the shotguns. That's pointless if you have good aim. It only takes 2 headshots with SAIGA/USAS to kill someone. 3 if they have body armour.
It's the only gun (USAS & SAIGA) that I use where I can run into a building, clear the building (5-6 people) and walk back out with little or no damage.
LW perk is key as well, enables you to flank them quickly, and bring the pain to them and forces them to panic. Never stop moving, keep moving. A moving target is harder to hit.
Learn to use buttons to change weapons instead of the scroll wheel. Sometimes you'll get caught out when reloading, so the quicker you can press 2-1-2 the quicker you can make the kill (if you are reloading for a partial clip, this will also cancel the reload animation, and allow you to continue firing).
While this game doesn't properly support circle strafing, try to keep circling the enemy while getting headshots.
I know you are doing recon, but the best class to play with the load out is assault. With that you have an endless supply of ammo and C4 (for tanks). Once you learn to use the kit properly and correctly. You become near unstoppable.
You see, I don't play for kills or my k:d ratio, I want to have fun and play well as a team member. If that means I die a lot, then so be it.

So my friends busted my smurf. Apparently killing them all and then t-bagging their corpses gives you away (doesn't help when a rank 2x is stealing the ace pin everytime either)

Think maybe it's time to give up competitive gaming for good, I'm obviously no good at it.
You just need more practice! Bear in mind how many more hours practice he has on his main. You wouldn't drive a car for a year and expect to be as good as a racing driver who has been driving since before he was 10!
BFBC2 plays quite differently to most other FPS games too and does take learning. My K/D ratio is far worse than on other FPS games. I've noticed it's really important to work together as a squad and to chose your respawn carefully. Respawning with a squad mate under heavy fire often leads to insta-death for example. Other than that; I'd suggest keep moving all the time as you'll be harder to kill and picking up as much score as possible through resupplies/heals/motion mine spots/fixes/revives/spots etc.
