Yes because internet speeds (including speedtest) are measured in bits per second, downloads are measured in bytes per second.
8 bits to every byte, so 16 meg internet means 2.0MB/s download speed.
My connection has been averaging around 6 to 7Mbit/s downstream and a steady 796kbit/s up since getting the landline repaired over a year ago. It's enough to stream some video and download GPU drivers without interrupting the stream. I would appreciate a connection where streaming video didn't cause my games to lag but, for the price (£7.50 per month), I try not to complain too much.
Cornwall's supposed to be getting an overhaul by 2014. Not a clue whether I'll be part of the FTTC or FTTH group, probably the former if anything. Whether I'll jump on it, probably when it's unbundled (i.e. there's competition and I don't have to be lumped with BT as my only option) and when there's something which demands that sort of bandwidth (i.e. decent video on demand service, LoveFilm or similar).
As it stands, I've no need to switch providers - I've pretty much got all I need for now. The odd run-in I've had with Sky's Customer Services has been mostly painless.
If it's too off topic, then please ignore: does anyone know if a landline is still a requirement for FTTC/H? If I no longer have to rent one, that'd offset the cost nicely - I only ever use the mobile these days anyway.
Sadly, I believe you still do.
FTTC is still ultimately ADSL, though it's the faster VDSL standard. Since the same copper wire system is used as far as the cabinet, so the same infrastructure requirements apply.
Makes sense for FTTC. Half the area being covered are getting FTTH, doubt very much I'd be getting that as an upgrade. At least there's no landline there, I think.

Never any issues, I always get this speed, the speed I pay for. Higher upload would be nice but it seems to be normal compared to other people.
